They're The Asset People. You might see them while out in the park. Or maybe they're attending university with you.
Wherever you see them, expect them to stay stuck in place while the world revolves around them.

Whenever Uru-chan needs to fill a background, she'll usually draw colorless characters with minimal features. However, there are numerous instances of Asset People fulfilling that same role in large places outside of Wellston High. Any one of these characters may wind up in a different spot in a subsequent panel, but they'll look totally unchanged in stance.
The features of an Asset Person are more realistic than what's usually seen in UnOrdinary, such as hair that's not a vibrant color. They're usually too far away to distract from the scene, but a rare closer view will reveal that they dip deep in the uncanny valley.

- It is presumed that Uru-chan did not draw any of these background characters herself. Rather, they were likely included as part of a location asset file she downloaded to represent a large public setting, hence the name.
