Neil is one of three executives of the organization Spectre. He is the boss of Leilah and Kayden, as well as the head of an area north of Wellston.

Appearance[]

Neil has yellow eyes, and his dark purple hair is cut short. He goes to work wearing suits without ties. He also seems fond of wearing sweaters.

Personality[]

Not much is known about Neil's personality but it can be inferred he is more reasonable and affable than fellow executive Orrin. There's firsthand knowledge of him being an advocate of seeing worth in others beyond what their power levels indicate.[1][2] He accidentally called Seraphina by her name, possibly indicating he knows her and thinks of her as a person.[3]

History[]

Back at the bygone days of Spectre, Neil used to get along with Miranda and Orrin really well. They all cared and longed for a society where people of all tiers lived in equality & harmony. Their relationship changed for the worst after the creation of Ability Disabler. The three of them were divided on how to progress from this point. Orrin wanted to build an army of high-tiers to challenge Authorities, even if it meant using the Disabler in a very questionable way. Neil preferred the more pacifist approach, whereas Miranda chose to remain neutral.[4]

Neil oversaw the region north of Wellston, where the population were low, therefore becoming the least of the threat for Authorities.[5] At some point, he picked up Leilah, who ran away from her household. He recruited her and inspired her to show the world that power levels shouldn't dictate everybody's worth.[1] He also adopted the recently orphaned Kayden, and saw to it the young man continue his education in order to keep his mind sharp.[2]

Neil was among the other executives in attendance when Seraphina conducted a teleconference with them. All of their faces were obscured to hid their identity. They discussed Seraphina's work under Leilah, with Orrin casted his doubt on her supposed allegiance to them. Seraphina convinced them that she had no ill intentions toward them, since they held the key to her ability. Miranda then gave her an assignment to complete during the Safe House trip. Orrin insisted on involving his men for the mission, and despite her protest, Seraphina reluctantly agreed.[6]
