Leon is a top-ranking member of the Authorities who manages affairs in the region the story primarily takes place in.
Appearance
Leon is a middle-aged man with slicked back gray hair along with a short beard, soul patch and large handlebar mustache. He has golden-brown eyes and wears a tan suit with a black tie.
Plot
Escalation
One of Leon's primary objectives was to dissolve Spectre, an organization whose efforts threatened to undermine the government's influence. Spectre's agents were subdued and arrested in Rowden following a failed attack on a group of vacationing students from Wellston Private High School. One student, who went by the name of "Terrence", was discovered to be one of the organization's most knowledgeable spies. Leon tasked Keon, a specialist when it came to grilling prisoners, to extract all the information from the memories this young prisoner. Not long afterwards, Keon reported back that many of Spectre's assets were now known to them. They would have the full picture in one week's time.[1] But the prisoner didn't survive that long. Late one night, Terrence died in his cell. The cause of his death was drowning, though it was unknown how this was possible in a dry cell.[2]
Leon was concerned about the setback their investigation suffered, and he summoned Keon in order to determine their next course of action. Thankfully, all was not lost. The interrogation of Terrence yielded promising leads. They now had names of the three executives, or at least their aliases, and how they managed to build Spectre right under the government's nose. Their areas of operation was also brought into the light, allowing the Authorities to draw them out of hiding. The area were Wellston Town was located was a top priority, since high-tiers who resided there were set to be coerced into Spectre's service. This plot, along with repeated thefts on government facilities made it clear that Spectre intended to supplant the current social order with its own. Leon approved of Keon's plans to counter the threat, and officially declared the shadowy organization as terrorists.[3]
Hardline
A press conference was arranged in order for Leon to spread the word about the danger of Spectre and how the Authorities' efforts would be focused on putting an end to their kidnapping and other crimes. The reporters relayed the public's concern that the seemingly aimless EMBER investigation didn't inspire any confidence in their leaders' capacity in putting a stop to terrorists. Despite keen observations that the Authorities seem to have recently lost interest in curbing the rise of murderous criminal groups, Leon deflected the insinuations by invoking the importance of keeping important investigations under wraps. He firmly stated that the public was in caring hands, and that EMBER would be dealt with in time.[4] The footage of his press conference would be repeatedly aired days later.[5]
Rebellion
Leon's declaration would also made it to the papers, with at least one publication seen writing about it.[6] Few days later, he would personally congratulated the two officers responsible for the mostly successful infiltration and apprehension of Spectre's hideout, something that not even the Authorities were privy about for years. He asked them about their injuries, which Kassandra waved off, stating that they had mostly recovered. The three then proceeded to the press conference, where he announced about the Authorities' recent accomplishment, promising to interrogate the captured agents of Spectre as well as eradicate every and all activities related to the organization.[7]
