Keon is a member of the Authorities who specializes in interrogation and dealing with multiple delinquent children by teaching at a readjustment facility or prison. However, questions have been raised regarding the morality of his methods.
Appearance[]
Keon is a middle-aged man with red-terracotta color hair and pale blue eyes. His hair is combed from the side and is possibly gelled. He seen usually seen wearing a white shirt, black tie and a cream beige coat. His speech bubbles are terracotta color, much like his hair.
Personality[]
Keon appears to be a strict man and performs his duty with utmost dedication. His strict nature and adhesion to society allows him to deal with powerful delinquents such as John and is not afraid to use force or his ability when words are not enough. As a member of the Authorities, he actively strives to stop the ideals written by William H. Doe's Unordinary.
However, Keon is also impatient and irritable, quickly resorting to intimidation and violence during his work. In addition, while he seems to truly believe that he is doing the right thing by re-educating problematic children, he either does not notice nor care that his methods leave them psychologically scarred; although his unwillingness to share details about his "lessons" implies it's the latter. Also noteworthy is that he never tells his patients how they should behave, acting uncaring towards the flaws that Terrence had pointed out in society. Ironically, despite being a readjustment instructor, he doesn't seem to believe people can change.

Keon had dealt with many delinquent children in the past in his role as a readjustment instructor.[2] But the case of the rampant high-tier John Doe was especially memorable. Keon was part of the team who answered the call about a rampage in the field near New Bostin High School. When he and a colleague arrived, they were horrified at the sight of John surrounded by the students he crushed.[3] After John was expelled from his school and detained, Keon was assigned to be the former King's readjustment instructor. Keon was well-aware of John's ability and identified John as a "late-bloomer" (a person who develops their ability at a later time than most). Keon further stated that late-bloomers were usually destined to fail due to their lack of control. John began to react violently to Keon's statement and even head-butted Keon when he was slapped by the official, but Keon managed to subdue John and show him the battered and bruised bodies of the students of New Bostin High School. However, John continued to justify his actions, forcing Keon to use his ability on John's mind. The King of New Bostin began to relive the moment he beat up Adrion and Claire and broke down once Keon released him.[2] John continued to resist Keon's authority, forcing the reassignment instructor to continuously force John to live out the memory of his rampage until he lost his will to go on. Keon kept John under his jurisdiction for three months,[4] and his readjustment courses would mentally traumatize John.

Two years after dealing with John, Keon was assigned with apprehending anybody who may have been influenced by the banned book "Unordinary" and reeducating them. A student named Seraphina from Wellston Private High School was reported to be in possession of the book and later confirmed to have read it. As her infraction got her sent home to serve out a suspension, Keon Zander went to there in order to interrogate her. Once he reached the house, the door was answered by Fyora, and the maid revealed that Seraphina was not present. Fyora informed Keon that she was already back at Wellston Town and suggested that he waited until she returned to school.[5]

With Nadia by his side instead of Zander, Keon entered Wellston High to interrogate Seraphina. Though Nadia was nervous to enter Wellston's campus from her previous interview, Keon reminded her of the dangers of his job. Nadia then remembered how Keon dealt with a powerful but uncontrollable boy from New Bostin and asked how he dealt with such a troublesome child. Keon responds by pointing to his mind, telling Nadia that every action is motivated by the mind, and if the mind's weakness is exploited, nobody, not even a high-tier can stand against it. Once he had finished his explanation, Nadia and Keon were escorted to Headmaster's office. Vaughn and Seraphina were waiting for them.[6]
Once the interrogation began, Seraphina answered most of her questions truthfully, and even told her interrogators that she had lost her ability after she had prematurely returned from her suspension. However, Keon knew that Seraphina was forbidden from stepping onto campus grounds and suspected that she stayed somewhere else. Seraphina attempted to tell half-truths in hopes to avoid Nadia's Lie Detection, but once Keon had heard that she stayed with a friend, he began to force Seraphina to say the friend's name. After the Headmaster gave Seraphina permission to say the anonymous friend's name, she answered, "John." Keon recognized the name and began to press Seraphina about Unordinary and eventually got her to break. Nadia managed to pick out Seraphina's lies and Keon ended the interrogation.[6]
Keon had concluded that Seraphina was indeed influenced by Unordinary's ideals and privately met up with Headmaster Vaughn to discuss the next course of action. As a precaution, Keon planned to enroll Seraphina for readjustment courses in order to purge the ideas of Unordinary and told the headmaster to remove Seraphina from the school before the courses began. Though Vaughn complied with the readjustment courses, he was not so complacent with suspending Seraphina once more and decided against it, despite Keon's reasoning. Once the two men reached a compromise, Keon asked the Headmaster the friend Seraphina mentioned was the same John who attended New Bostin High Schoo. Vaughn replied that Keon was indeed correct. Once Keon knew that John had managed to make it to Wellston, he wanted to question the former delinquent for himself, but Vaughn replied that he would comply once Keon returns with a warrant.[3]

Once Keon managed to obtain the warrant and returned to Wellston, Headmaster Vaughn called John over to the office to be interrogated by the Authorities. Keon began to ask John questions regarding the book Unordinary. During this interrogation, Keon learned several astonishing facts for the first time. John had owned his copy of Unordinary months before it was released to the public. This was because the author of the book, W. H. Doe, was none other than John's father. Keon was surprised to find out that the writer remained a free man, despite being the catalyst of vigilantism. John expressed a belief that the book was written partially out of a father's concern for his troubled son. Upon hearing that John had read Unordinary daily in order to cope with the classes he had to take, Keon angrily berated him for foolhardy law-breaking. The interrogator then felt a foreboding tap on his shoulder and saw that Vaughn was glaring at him. Keon received a final warning about minding how he spoke to students.
"But other than that, it was nice to see you again."
Vaughn said that the point of this interrogation was not the number of times the book was read, but whether John's morals had been compromised. John swore that he had no intention of imitating what he had read. Instead, the book served as a form of reassurance that those in power responsibly acted as the "superhero" for everybody. Nadia chimed in and said that John's faith was well-placed. Though Keon remained wary about John's honesty, he couldn't think of a reason to call Nadia's ability into question. But for the sake of clarity, he asked about John's opinion of the message Unordinary tried to convey. John's firm assertion that the aid of a powerful stranger wasn't something everybody deserved was confirmed as truthful by Nadia. Keon finished by inquiring about John's school life, and heard that he'd become a better student who made friends and shared a dorm. Once the interrogation was complete, Keon concluded that John was not influenced by the ideals of Unordinary and cordially offered him a formal handshake in celebration of becoming well-adjusted. John accepted the gesture it, but he was apprehensive about it.[7]
Despite the seemingly positive outcome of the interrogation, Keon wished to meet with John once more as a precaution and ordered Headmaster Vaughn to suspend John for a week until the meeting. Vaughn made it clear that such decisions were the headmaster's alone to make. He pointed out the senselessness of this proposal, saying that the interrogation indicated that the Authorities had nothing to fear about John sharing radical ideas. Keon felt the need take every precaution, but Vaughn remained firm. John had the book for such a long time, and yet he would rather hide his ability than use it to lead students anywhere. On that subject, Vaughn asked Keon if he was the reason for that. Keon confirmed it, but would not breach protocol and indulge the headmaster in how he accomplished that. He did inform the curious Headmaster that Seraphina's readjustment courses were still due to commence in a couple of weeks. Displeased by the vague nature of these classes, Vaughn overturned his earlier decision. Seraphina would not go anywhere until Keon returned with a detailed explanation of what readjustment entailed. Unable to sway the Headmaster, Keon and Nadia left Wellston Private High School with lingering suspicions towards both Vaughn and the school.[8]

Escalation[]
Keon appears at Lovun Prison to begin a session with Terrence.[9]He then probed into the kid's mind. Despite witnessing the tragic past surrounding the felon's early life, Keon remained unsympathetic and even called his mother weak as well as questioning her inability to raise him. He ignored Terrence's retort and pressed on with the session. After he discovered about the organization he worked at, its members and modus operandi, Keon ended the session. Once Terrence escorted out of the room and back into his cell, he reported his findings to his boss, promising a full version of it by next week.[10]
Geography lesson with Keon
Unfortunately, Keon was unable to conduct future sessions with Terrence. Nevertheless, a week passed on before he finds himself inside Leon's office. They briefly lamented on the fact that the prisoner died before they can divulge any further information out of him. Keon then proceeded to report what he could find from the previous session; Spectre was a quite new organization spearheaded by three different executives, who each oversaw a region and operated on a stealth basis. He confirmed the break-in at NXGen was performed by them. He also done a rough estimation on the potential danger of aforementioned regions overlooked by Spectre, suggested that the Authorities should focus its attention on all of them, especially Wellston.
Keon concluded his report by revealing an asset of Spectre they could gather more intel from: Seraphina, a Wellston High student he had experience of dealing before. He assured his boss that the recent assignment she performed for Spectre could be used to implicate her. They agreed to let their Wellston branch to look more into it. Leon used this information to send scouts into those regions. He ended the meeting on a note: Spectre would be denounced as a terrorist organization, and vowed to arrest everyone involved with it.[11]
Powers & Abilities[]
Memory Recall: Keon's ability, Memory Recall, allows him to forcibly make others relive certain memories.[2].This is the ability that allowed him to destroy John mentally by forcing him to see himself hitting Claire and Adrion over and over again.
Intelligence[]
As a member of the Authorities and an instructor of a reassignment facility, Keon appears to be well-versed in psychology and dealing with children with behavioral issues. This is only added upon by his ability and experience, causing him to be well well-respected among his peers.
