Synopsis[]

Another raid on a Spectre facility comes to a successful conclusion. As perps are being arrested, Kassandra checks in with Jaxson to see if they missed anybody. He tells her everybody has been accounted for, so they prepare to move out.

A week later, Kassandra pays a visit to Leon and reports her department's recent apprehension of Spectre personnel. Leon asks if any of the intel they've gathered is of intrigue, and Kass hands him a file on one of Spectre’s leaders: Orrin, who was born under the name Rafael. She then proceeds to give an overview of its contents, including Orrin’s expertise in chemistry & medicine, and his 5 years working as an ability researcher for NXGen in the Department of Ability Studies, during which time he worked on projects such as the Catalyst V4 Project, the Medix Project, and Project E. Kass believes Orrin’s time at NXGen aided with Spectre’s development of their ability disabler and dampener. He's been off the grid for some time, with no known relatives. Likewise, his top followers are also isolated, forgotten by the world so thoroughly that the Bureau’s systems have little on them. Ever since the big battle at his Wellston HQ, he hasn’t been spotted in the region, leading Kass to speculate that Orrin fled to one of the other Spectre regions to the North or East. Leon is disappointed that Orrin is unaccounted for, but Kass explains that there's a promising lead. The data they got that day has been partially decrypted, and revealed that Spectre operates through several shell companies. They've compiled a list of such companies that Orrin had stakes in. Kassandra requests authorization to begin investigating these companies, and Leon gives it to her. Before she leaves, Leon asks Kass to reach out to Keon, a leading instructor in their Juvenile Delinquency Department whose efforts have uncovered much insider knowledge on Spectre. Leon believes Keon can be of assisstance, and Kass thanks him for the suggestion.

Later, Kassandra stops by Lovun Prison and is greeted by the warden, Tarik. The two greet each other warmly and he escorts her inside to see Rein. While on the way, Tarik asks why someone as busy as Kass doesn’t send a representative to speak with Rein instead, and Kass explains that since Rein’s imprisonment is unjust, the least she can do is show up in person, which Tarik finds considerate. He leaves the two of them to speak privately, and Kass tells Rein that Orrin is still in hiding, but that if all goes according to plan, she shouldn’t be in here too much longer. Rein asks when she’ll get her ability back, and Kass says that their researchers are still working on it, which Rein finds suspicious since Blyke recently told her a cure already exists. When asked what’s wrong, Rein admits that she’s beginning to have doubts in the Bureau, and by extension Kass. She reveals that she met Blyke, who Kass recognizes as being part of Kuyo’s vigilante group, and that Blyke claimed that when the Bureau raided Wellston, Arlo turned against the Authorities, but that the news hasn’t mentioned him. Kass states that she had heard that Arlo was rounding up and protecting fellow students. When Kass asks what else Blyke said, Rein said he wouldn’t say more due his thoughts being monitored by a Bureau officer; when Kass correctly guesses that Keon is the officer in question, Rein seems surprised that she knows about him but not Arlo. Kass thinks to herself that it makes sense that the Bureau would want to limit what Blyke says, given that he not only knows the Bureau’s darkest secret but played a key role in gathering evidence against EMBER, but wonders if Keon will see that Blyke was involved in delivering the evidence to her and report her to the Bureau. Rein asks why she’s gone quiet, her suspicions growing; Kass thanks Rein for bringing this to her attention, and vows to get to the bottom of this after she addresses some loose ends.

Back at her office, Kassandra looks up Keon in the Bureau’s system, noting that he looks miserable even in his official photo. After a subordinate named Amelia delivers some papers on the companies she asked for intel on, a voice from nearby asks why Kass didn’t ask for her own office after her promotion, if only to avoid interruptions; Kass turns and finds the voice belongs to Arlo, who has returned to work.
